Version 1.16.4 was supposed to be the last for the Nether Update, but some time after its release, several bugs were discovered. Using them any player could crash the server. That is why 1.16.5 was released, which fixed these vulnerabilities. All server owners are advised to update immediately, and players can take their time and stay on 1.16.4 for now, the versions will be online-compatible. The first snapshot of version 1.17 of this year is scheduled for next Wednesday.
